There are many payment options available for council's different facilities and services. Use this page to help find the right payment option for you.

Pay Online

You can pay the following online securely:

  • Rates
  • Dog Registration
  • Debtor Account
  • Building Consent
  • Resource Consent
  • Parking Infringement
  • Water

Payment may be made using only Visa or MasterCard credit/debit cards. Transactions made after 10:30pm New Zealand Standard time will be processed by on the next business day. Please note our bank and payment provider charge payment processing fees of 1.9 percent (1.9%) to you for the convenience of paying online which is applied to each transaction. Wairoa District Council does not retain any part of this fee. It covers bank charges and processing costs of your transaction with our bank.

You should check with your card issuer for details about other fees or charges that may also apply, as this credit card transaction is carried out in terms of the arrangement between you and your card issuer.

Pay Rates

Four rates instalments are sent out during each financial year which is between 1 July and 30 June.

Late Payments: If you can't pay your rates by the due date, ask the Rates Department at the Council for advice. It is better to ask for help than have to pay additional money in late-payment penalties.

Pay Dog Registration

Remember to register your dog by 3 months of age and then annually on 1 July.

If you can't pay your dog registration by the due date, ask for the Animal Control Officer at the Council for advice. It is better to ask for help to avoid a possible infringement.

Deferred Payment: You can setup an automatic payment through a nominated bank account to pay all your registration fees over a specified period. Contact an Animal Control Officer to discuss this and to setup a deferred payment agreement. Note: If not fully paid by 30 Aug you will incur a late payment penalty.

Pay Licensing

You will be posted an invoice or reminder for all licences that are due, liquor licences have to be paid in person with their application form (there are no exceptions). Please note that licensees are responsible in all cases for ensuring their postal details are correct and current.

If you can't pay your licence by the due date, ask for the Environmental Health Officer at the Council for advice.

Pay Building Consents

When a building consent application is lodged a deposit needs to be paid. A list of these deposits are outlined in the fees and charges. After the building consent has been processed and is available to be issued a full invoice of costs will be sent out to the applicant. This is an indication that the consent is available to be uplifted at the Planning reception.

Payment Options

By Credit Card

Please note our bank and payment provider charge payment processing fees of 1.9 percent (1.9%) to you for the convenience of paying online which is applied to each transaction. By Direct Debit

Direct Debit is the quickest way to make sure that your payments are paid on time and that you don't incur any penalties. Once it is setup you can just forget about it. The direct debit form can be found here or at the top of this page in the 'related documents' section.

You can pay the following by direct debit:

  • Water Accounts (quarterly by instalment)
  • Rent (weekly or fortnightly on a Monday, Tuesday or Wednesday)
  • Rates Account (weekly or fortnightly on Monday, Tuesday or Wednesday, monthly on the 20th of each month or by instalment on the due date) 

By Internet Banking

To make a payment to the Wairoa District Council you must access your bill payment details through your own banking system.
