Outwards letter books were created by the County Council to records outwards correspondence. This series was commenced by the first County Clerk, Brungar George Stitchbury Signall, in the year 1877.
Inwards correspondence undoubtedly commenced in the year 1877 but, has survived only from the council meeting dated 2 January 1892. Early correspondence from some council meetings are missing; particularly from the years 1892 and 1893.

The Wairoa District Council Archives holds an extremely significant collection of maps and plans. The destruction of the Napier Survey Office, during the 1931 Earthquake, has made many items in this collection unique. The earliest item is the collection is Series WDC 275; the 1865 township sales map. The earliest architectural drawing if the Mohaka Bridge construction from 1897.

Other than cemetery registers, the earliest records consist of the Wairoa and Nuhaka North cemetery minute books. A small, but interesting, collection of correspondence and assorted papers were created and received by the Wairoa Cemetery Trust. Series 29 includes two draft lists of burial plots and a letter from the Department of Lands and Survey, dated 7 January 1914, acknowledging the trustees willingness to resign in favour of the Wairoa Borough Council’s administration of the cemetery.

The first meeting of the trustees occurred 10 June 1914, at the County Council Chambers. The first members were Messrs F. Harrison, Dr John Ross, W. L. Hamlin, G. F. Jardine, J. R. Gardiner, R. J. Joblin and Tihi Whaanga. Mr F. Harrison was elected chairman.
The last meeting of the Trustees of the Whakaki Drainage Board was held in the Wairoa District Council Chambers, Queen Street, on Friday 18 August 1989. The function of this Board was then administered by the Wairoa District Council.

The Wairoa Fire Board commence when members first met, 7 October 1925, in the Wairoa Borough Chambers. The first members were, John S. Black, J. W. F. Norrie, G. M. Taylor, W. G. Hay, Joseph Corkill, Stanley A. Dickie (a former councillor) and Councillor William Henry Flint. Joseph Corkill, the Mayor of the Wairoa Borough Council, was elected chairman.
Due to legislative changes all New Zealand Fire Boards ceased to function from 1 April 1976.
