Landfill Consultation

Council is seeking feedback from members of the public on the preferred landfill opening times.

Overview of the situation

Council went to market for the new solid waste management contract. Due to the risks involved and isolation of Wairoa, there was limited interest. 

Council explored the option of bringing elements of the management in house, but due to the risk of waste operations and minimal savings, this was not feasible.

Prospective tenderers indicated that they were not able to operate the landfill and recycling centre at the current level of service within council’s budget of $759,500 per annum. 

The preferred contractor has provided a price to operate the site for four (4) days (including weekends) that fits within Council’s budget. The other waste operations remain at the current level of service. Recycling and refuse collections will be standardised with a crate provided for recycling and uniform refuse bag charge of $4.60 per bag for rural and urban collections. There may be a slight adjustment to some collection days.

The current 2018-2028 Long Term Plan consulted on reducing the levels of service for landfill operations from seven (7) days to six (6) days to fit within Council’s proposed budget. Council is now required to consult with the community on a proposed further reduction in the level of service (from 6 days to 4 days) to keep within Council’s budget or to increase Council’s budget to maintain the current levels of service (maintained at 6 days).

The options

Option 1: 6 days per week.
Maintain the current level of service as per the 2018-2028 LTP at six (6) days per week to operate the Wairoa Landfill (including weekends). The proposed net cost is $1,152,400 per annum. This will exceed the budget and will involve a rates increase.

Option 2: 4 days per week.
Proposed reduction in the level of service to four (4) days per week to operate the Wairoa Landfill (including weekends). The net cost is $753,000 per annum and fits within Council’s current budget.
