Apply for a New Alcohol Licence

All the information to apply for an Alcohol Licence

Our advice is ensure you check out the feasibility and legalities of your proposal with the relevant Council departments before you apply:

In the first instance, please call customer services on 06 838 7309 and ask to speak with the Alcohol Licensing Inspector. You can also email us at eho@wairoadc.govt.nz with the detail of what you want to do so we can do a basic check of where you need to start.

If you are wanting to open a new business that sells alcohol you will need an On, Off or Club Licence. You will also need a Alcohol Building and Planning Certificate.

For when you are opening a new premises or taking over an existing one. This certifies that the proposed use of the premises (for an alcohol licence) will meet the requirements of the Building Code and Resource Management Act 1991.

What you need to apply: 

  • Supply completed application form
  • Supply all required supporting documents

APPLY FOR AN ALCOHOL BUILDING AND PLANNING CERTIFICATE

If you want to sell or supply alcohol to be consumed on your business premises.

Examples include:

  • Restaurant (including BYO)
  • Bar or tavern
  • Theatre or cinema
  • Hotel
  • Function centre
  • Winery cellar door

What you need to apply:

  • Copy of your building and planning certificate or confirmation it is processing
  • Building owner consent supporting the sale of alcohol and confirmation term of tenure
  • A copy of your drinks and food menu
  • Certificate of incorporation or partnership agreement if applicable.
  • Host responsibility policy – see Host Responsibility Guide
  • Good quality scale plans of the premises or conveyance that clearly demonstrate the following:
    • The design and layout of the premises
    • The principle entrance
    • Any designated areas - clearly highlighted
    • Any proposed permitted area for the display and promotion of alcohol, and any proposed sub-areas.
  • A photo of the exterior of the premises showing the principal entrance
  • Where it must be determined whether the premises are a grocery store, the statement of annual sales revenue required by regulation 12 or 13 of the Sale and Supply of Alcohol Regulations 2013
  • If you are using an alcohol licensing consultant, a letter authorising your consultant to act on your behalf.

APPLY FOR AN ON LICENCE

If you want to sell or supply alcohol to be consumed away from the place of purchase.

Examples include:

  • Supermarket
  • Grocery store
  • Bottle store
  • Hotel or tavern that sells alcohol to take away
  • Remote sales businesses (online or mail order)
  • Winery cellar door

What you need to apply: 

  • Building & Planning certificates for the purpose of s.100 (f) of the Act 
  • If the applicant is not the owner of the premises or conveyance, written consent from the owner to the effect that the owner has no objection to a licence being granted 
  • A copy of all menus, food and drinks 
  • A copy of the Certificate of Incorporation
  • Good quality scale plans of the premises or conveyance that clearly demonstrate the following:
    • The design and layout of the premises
    • The principle entrance
    • Any designated areas - clearly highlighted
    • Any proposed permitted area for the display and promotion of alcohol, and any proposed sub-areas.
  • A photo of the exterior of the premises showing the principal entrance
  • Where it must be determined whether the premises are a grocery store, the statement of annual sales revenue required by regulation 12 or 13 of the Sale and Supply of Alcohol Regulations 2013 
  • If you are using an alcohol licensing consultant, a letter authorising your consultant to act on your behalf

APPLY OF AN OFF LICENCE

You need an alcohol Club Licence if you want to sell and supply alcohol at your club. The alcohol will be consumed on site, by club members and their guests.

Examples include:

  • RSA
  • Sports club
  • Working men’s club
  • Social club

What you need to apply: 

  • A copy of all menus, food and drinks.
  • A copy of the club’s constitution or rules.
  • Building & Planning certificates for the purpose of s.100 (f) of the Act.
  • A photo of the exterior of the premises showing the principal entrance.
  • A full list of other clubs with which club has reciprocal visiting rights for members. 
  • Good quality scale plans of the premises or conveyance that clearly show the following:
    • The principle entrance
    • Any proposed designated areas
    • The design and layout of the premises.
  • If you are using an alcohol licensing consultant, a letter authorising your consultant to act on your behalf.
  • If the applicant is not the owner of the premises, written consent from the owner to the effect that the owner has no objection to a licence being granted.
  • A copy of your host responsibility policy and alcohol management plan. Details of how the matters described in the policy will be implemented must be included

APPLY FOR A CLUB LICENCE

Taking Over an Existing Business

If you are planning to take over an existing business you will need to apply for a Temporary Authority. Once this is issued you can apply for an Alcohol Building and Planning Certificate and your new On, Off or Club Licence.
